If I owned a business on a major road and there was a billboard 1/2 block before my business Official It’s not a party until the lefse shows up shirt. I decided to pay to advertise my business on that billboard, both to call attention to my business and to keep any of my competitors from advertising there, why would that be evil? Doesn’t seem to me and it seems like the same situation as here.

Or, they could just not have been savvy enough to understand where they should and shouldn’t pay for Official It’s not a party until the lefse shows up shirt. In either case, as long as Google doesn’t mislead them in any way. I think it’s the advertiser’s responsibility to make decisions on what. They want to pay for and where they want to place their ads. Often debt is secured by a lien on assets.
As for what the advertiser does and doesn’t understand. I would say it’s Google’s responsibility not to mislead prospective advertisers. It’s the advertiser’s responsibility to evaluate where they want to put their ads and make their own decisions on that. This advertiser may have consciously decided they did not want a competitor’s site showing here and paying for the ad was worth it to them.
